The document is the tool that the owner of the personal data uses to comply with the obligation to inform the interested party on the purposes and methods of the processing. This is established by article 13 of the GDPR 2016/679 which also highlights the elements that must be communicated to the customer\user.
Through the information, the interested parties become aware of all the elements necessary to be able to exercise their rights on the information held by the owner.
